I suppose I shouldn't really dwell on this, but up to press nobody has illustrated how I might be wrong here. If I have made a mistake please tell me straight away and remove this page.
I am interested in what my local authority waste, especially regarding transport, so I eagerly read their "REVISED LTP CAPITAL PROGRAMME 2001/02 - 2005/06". LTP stands for Local Transport Plan, and it was published at this web adress http://www.wyltp.com/appendix/pdf/revplan_wake.pdf. It has been removed since, but no explanation has been offered for the error I outline below.
On the last page (4), a summary was detailed, outlining how much would be spent in five years on various aspects of transport, namely the following net amounts:

A net total was then given of £63,682,000. Now I might be missing something but I add those figures up to £95,652,000. 32 million pounds out. This was the bottom line!
